I believe that's the cover (an edited version of the cover of Gentleman Ruffin) to Kush & Orange Juice, a mixtape by Wiz Khalifa, released in 2010.

I literally know WTF that is, but WTF!?! LOL. I mean, when someone samples a song they have to give credit and some $$$ to the author in order to use said song. What's the protocol for sampling (or in this particular case, STRAIGHT JACKING) an artist's album cover? And is there any originality anymore?

Oh I see what kind of WTF you meant now. lol I thought it was interesting how he used the cover to one of David's albums. I'm curious to as to how you can go about sampling/using covers of other albums too.

I feel ya Duchess. This really fries my ass. This is what Wikipedia says: Gentleman Ruffin is the final solo album from Temptations singer, David Ruffin before his death. The cover art was also the inspiration for the art on rapper Wiz Khalifa's mixtape Kush and Orange Juice. Wikipedia Release date: 1980 Artist: David Ruffin Inspiration??? If only Wiz had been inspired, he mighta come up with something original.. this was was a straight up bite.

Wiz Khalifa has stated that he is a David Ruffin fan. He didn't mean any offense to David. It's more of an admiration of David.
With mixtapes, there really are no rules. They are sold underground and not regulated. Rappers use instrumentals and sometimes lyrics from other artists without paying any dues. I've never seen any of them sample someone's album cover though. Kind of weird that he would choose to do that, but Wiz is a weird dude.
